Blank map of the European Union
The outline, free as a PNG, SVG or PDF. Label it, colour it in or drop it into a slide.

Using a blank map of the European Union
A blank map of the European Union is a base for something else: the cover of a policy paper, a diagram of members by category, a labelling task you have built yourself. Take Outline only for the Union as one block of land, or With borders to draw the 27 members apart. Each is a PNG on a transparent background, an SVG or a PDF.
In a report or a deck
For a policy briefing, set the transparent PNG behind a heading and keep the colours muted so a table on top stays readable. In a deck, place With borders on the left of a slide and list the members that matter to your argument on the right. Because the files carry no names, you decide what the labels say.
In a handout
Policy papers and teaching handouts both use the PNG as a header: place With borders at the top of a page and write a few lines on the members the text covers. For younger pupils, Outline only works as a shape-matching starter before the borders come in. The list further down this page gives the spelling of every member.
In a design tool
Open the SVG in Illustrator, Inkscape or Figma and each of the 27 members is its own shape. A designer can fill a few in a brand colour, thicken the borders for a poster or break the outline into pieces for an infographic about members by group. Every member, Malta and Luxembourg included, stays a separate shape you can select, which a screenshot would not give you.
Which version
With borders is the political blank map of the European Union. Outline only is the better backdrop when the Union is only context. For colour and names without leaving the page, use the editable map of the European Union; to print as a class set, the printable map of the European Union has the choices for paper and ink.
How to do it in MapMaker

Questions people ask
Is there a political blank map of the European Union?
Yes: the With borders version. It draws the borders between the 27 members and puts no names on them, so each member is a shape you can colour, label or number later.
Which countries are on the blank map of the European Union?
The 27 members, from Austria to Sweden. They are listed by name further down this page, which makes that list an answer key for any quiz you build on the outline.
Can I make the outline bigger without it going blurry?
Yes, with the SVG. It is a vector file, so the 27 members and their borders stay sharp at any size, from a slide icon to a wall poster. The PNG is for use at about the size it comes in.
Does the PNG have a transparent background?
Yes. Only the land is drawn, so the Union takes the colour of the slide, brochure or web page behind it, with no white rectangle to crop away.
